Tujuan penelitian ini adalah untuk mengetahui bagaimana pengaturan pemenuhan hak kesejahteraan Rumah Tangga Sasaran Penerima Manfaat (RTS-PM) melalui pemberian Beras Daerah (RASDA) di Kabupaten Malinau dan Hambatan Pemerintah Kabupaten Malinau memenuhi hak kesejahteraan Rumah Tangga Sasaran Penerima Manfaat (RTS-PM). Metode yang digunakan dalam penelitian ini merupakan studi ilmu hukum dengan cara menelaah dan menginterpretasikan hal-hal yang bersifat teoritis yang menyangkut asas, konsepsi, doktrin dan norma hukum. Spesifikasi penelitian bersifat deskriptif analitis yaitu uraian yang menggambarkan dan menganalisis permasalahan berdasarkan peraturan perundang-undangan yang berlaku. Metode penelitian deskriptif kualitatif menggunakan tipe penelitian hukum yuridis normatif dengan Pendekatan Konseptual (Conceptual Approach), dimana sumber bahan hukum didapat melalui Studi Kepustakaan (Library Research). Sehingga penelitian ini mengkaji serta mengkomparasikan isi muatan perundangan otonomi daerah terkait pangan serta peraturan daerah yang berkisar tentang beras daerah (RASDA) yang merupakan salah satu program unggulan Pemerintah Daerah Kabupaten Malinau. Hasil penelitian Pengaturan Pemenuhan HAK Kesejahteraan Rumah Tangga Sasaran Penerima Manfaat (RTS-PM) melalui Pemberian Beras Daerah (RASDA) di Kabupaten Malinau sudah berjalan dengan baik, hal ini dilihat dari beberapa aspek, yaitu : (1) Aspek Regulasi; (2) Aspek Pemenuhan Hak RTS-PM; (3) Aspek Penyaluran RASDA; (4) Aspek Kualitas RASDA.

The purpose of this study was to find out how the regulation of the fulfillment of the welfare rights of the Target Beneficiary Households (RTS-PM) through the provision of Regional Rice (RASDA) in Malinau Regency and Malinau Regency Government's Barriers to fulfilling the welfare rights of the Target Beneficiary Households (RTS-PM). The method used in this research is study of legal science by examining and interpreting theoretical matters concerning principles, conceptions, doctrines and legal norms. The research specifications are descriptive analytical, namely descriptions that describe and analyze problems based on applicable laws and regulations. The descriptive qualitative research method uses a normative juridical legal research type with a Conceptual Approach, where the source of legal materials is obtained through Library Research. With this result, the study examines and compares the contents of the regional autonomy legislation related to food and regional regulations that revolve around regional rice (RASDA), which is one of the flagship programs of Malinau Regency Government. The results of the research on the Fulfillment of the Right to Welfare of the Target Beneficiary Households (RTS-PM) through the Provision of Regional Rice (RASDA) in Malinau Regency have been going well, this can be seen from several aspects, namely: (1) Regulatory Aspects; (2) Aspects of Fulfillment of RTS-PM Rights; (3) Aspects of Distribution of RASDA; (4) Quality Aspects of RASDA.
