Infrastruktur merupakan sistem fisik yang menyediakan sarana transportasi, drainase, pengairan, bangunan gedung serta fasilitas publik lainnya. Universitas Borneo Tarakan (UBT) adalah sebuah perguruan negeri tinggi yang berkedudukan di Kota Tarakan. Pembangunan prasarana pendidikan UBT merupakan program yang sangat diutaman pemerintah, salah satunya pembangunan Proyek Gedung Science Techno Park (STP) Kalimantan Utara. Dalam pembangunan tersebut Pemerintah mengeluarkan biaya pembangunan sebesar Rp.6,062,631,000,00. dalam proses tersebut bisa dilakukan sebagai upaya objek rekayasa nilai (value engineering). Metode analisa data pada penelitian ini dibagi menjadi 5 yaitu tahap informasi, tahap analisa, tahap kreatif, tahap pengembangan, tahap rekomendasi. Hasil yang diperoleh dari penelitian ini didapat 3 item pekerjaan yang akan dilakukan rekayasa nilai yaitu pekerjaan dinding lantai dasar, dinding lantai 1 dan keramik lantai dasar. Pada pekerjaan dinding lantai dasar diperoleh nilai penghematan sebesar Rp. 85,232,398. Pada dinding lantai 1 diperoleh nilai penghematan sebesar Rp. 60,848,908. Sedangkan pada keramik lantai dasar diperoleh nilai penghematan sebesar Rp. 116,848,286. maka diperoleh biaya penghematan (cost saving) sebesar Rp. 5,628,745,786 atau 4,42% dari biaya awal sebesar Rp.5,889,143,527.
