Produksi barang dan jasa yang bersifat massal, sangat berpotensi untuk menimbulkan kerugian yang bersifat massal. Penyelesaian sengketa yang melibatkan banyak orang, tidaklah praktis apabila gugatan diajukan sendiri-sendiri terhadap tergugat yang sama. Untuk itu perundang-undangan telah mengatur mengenai gugatan perwakilan kelompok (class action) Permasalahan yang diangkat dalam penulisan skripsi ini adalah sengketa konsumen apa saja yang dapat diajukan melalui gugatan perwakilan kelompok serta bagaimana prosedur penyelesaian sengketa konsumen melalui gugatan perwakilan kelompok. Penulisan skripsi ini menggunakan pendekatan yuridis normatif. Metode ini dilakukan untuk mendapatkan kebenaran dalam pembahasan permasalahan yang ada dengan menggunakan pendekatan perundang-undangan. Jenis sengketa konsumen yang dapat diajukan melalui gugatan perwakilan kelompok yakni semua sengketa konsumen yang memenuhi ketentuan dan syarat, yaitu jumlah anggota kelompok sedemikian banyak, terdapat kesamaan fakta atau peristiwa dan kesamaan dasar hukum dan wakil kelompok memiliki kejujuran dan kesungguhan untuk melindungi kepentingan anggota kelompok yang diwakilinya yang sebagaimana diatur dalam Pasal 2 PERMA Nomor 1 Tahun 2002. Prosedur penyelesaian sengketa konsumen melalui gugatan perwakilan kelompok haruslah diajukan ke Pengadilan Negeri dimana tergugat berada, dengan melewati tahapan: proses administrasi, persiapan persidangan, proses pemeriksaan awal persidangan, tahap persidangan dan terakhir putusan.

The massive production of goods and services is very potentially to cause a massive loss. The settlement of dispute, which involving many people, is not practical when a lawsuit is filed by each plaintiff against the same defendant. Therefore, the law has been set on the group representative lawsuit (Class Action). The problems raised in the writing of this thesis was what consumer dispute can be filed through group representative lawsuit and how the procedure of consumer dispute settlement through group representative lawsuit. The writing of this thesis used juridical normative approach. This method was done to gain the truth in discussion of the existing problems by using legislation approach. The type of consumer dispute that can be filed through group representative lawsuit is all of consumer disputes that meet the terms and conditions. The terms and conditions are the number of group members are too many, there are similarity of fact or affair and legal basis as well as the group representative has an honesty and seriousness in protecting the interest of the members of the group that being represented as set in PERMA Number 1 2002 article 2. The procedure of consumer dispute settlement through group representative lawsuit must be filed to the district court where the defendant is by passing through several stages: administrative process, the preparation of the trial, the trial initial investigation process, stage of the trial and the last is verdict.
