This research discussed about "The Relationship between Good Governance and Smart City Policy in the Indonesian Border Region". The first objective of this research is to describe the policy of implementing smart city in Tarakan city. Second, to find out what factors affect the smart city implementation in the city of Tarakan. Types of Research Based on the problems discussed is Normative Law Research. This research is important to do, given the vision of the city government of Tarakan in realizing Tarakan as a developed and prosperous city through a Smart City which is synonymous with technological sophistication, information and communication. Of course,This will be a challenge in the service of the city government of Tarakan with the basis of modern technology when viewed in the condition of the border area with the legal culture in society which is of course different from the people in big cities who have successfully implemented the concept of a smart city. From this research, it is found that among 3 (three) measuring tools to assess whether the policy will meet the level of effectiveness in teroi Friedman, it is found that legal culture is the biggest challenge for the Tarakan City government in implementing technology-based public services in Tarakan City.
