
Typology and Structural Model of The Role Sungai Nyamuk Village Institutions to The Elements of Agriculture Infrastructure Development Needs in the Border Region North Kalimantan

Abstract
Based on Law number 43 of 2008 concerning the State Territory, which is meant by the Border Zone is a part of the State Territory which is located on the inner side along the borders of Indonesia with other countries, in terms of the State Territory Limits on land, the Border Area is in the sub-district. In line with the joy of development in Indonesia, the third nawacita builds Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state and the vision and mission of Borneo Tarakan University, which is to become a center for research-based higher education to support the development of potential border areas and sustainable tropical marine resources, this study aimed to know the villages typology, village potential development identification, and to know the structural model of the role of village institutions to support agriculture development in Sungai Nyamuk Village North Kalimantan. The study location in Sebatik Island, Nunukan Regency, North Kalimantan Province. The data analysis method is done by describing the data obtained from the inventory of resource data that has been obtained from the questionnaire and classifying village typologies by using the Technical Guide to Identify the Location of Remote and Disadvantaged Villages and Small Islands (Director General of Cipta Karya) and Interpretative Structural Modelling (ISM) method. The conclusions obtained from this study were; (1) Typology of Sungai Nyamuk villages in the Sea Border in the Province of North Kalimantan, including in the A4 Typology, namely border villages where the availability of basic infrastructure is low, but the availability of regional facilities is sufficient and the lives of the people are sufficient, (2) Sungai Nyamuk Village Potential Development Identification Results in the Sea Border in the Province of North Kalimantan were; a. The development program for agriculture and plantation, b. Livestock Development Program, c. The fisheries development program, d. Industry development program, e. Trade development program. (3) The structural model of the role of Sungai Nyamuk Village institutions on the elements of agricultural infrastructure needs was influenced by sub element Improvement and development of the agricultural sector (2), participation of village institutions (4), community participation (5), accessibility of agricultural resources (6), economic performance in the agricultural sector (1) and restructuring of the agricultural sector (3). So it can be said that all institutions, including sub-district government, village government, Community Empowerment Institutions (LPM), Village Consultative Body (BPD), and farmer groups
