Abstract
Penelitian ini menggunakan metode penelitian dan pengembangan sebagai metodologi. Penelitian ini bertujuan untuk melihat kelayakan pengembangan instrumen tes yang dikombinasikan dengan tes membaca berbasis cerita pendek sederhana. Penelitian ini didasarkan pada model pengembangan Borg and Gall yang telah dimodifikasi. Prosedur penelitian dan pengembangan terdiri dari sepuluh langkah: (1) identifikasi potensi dan masalah, (2) pengumpulan data, (3) desain produk, (4) validasi desain, (5) revisi desain, (6) uji coba produk dalam kelompok terbatas, (7) revisi produk, (8) uji coba produk secara luas, (9) revisi produk akhir, dan (10) penyebaran dan implementasi. Kelayakan hasil pengembangan ditinjau dari aspek validasi ahli bahasa dan ahli konstruk. Hasil validasi menunjukkan nilai rata-rata 83%, dengan rincian: validasi ahli bahasa sebesar 86% dan validasi ahli konstruk sebesar 80%. Berdasarkan hasil tersebut, instrumen tes membaca berbasis cerita pendek sederhana dinyatakan sangat layak digunakan dalam proses pembelajaran membaca. Berdasarkan uji coba terbatas kepada siswa kelas 1, diperoleh nilai rata-rata membaca huruf sebesar 97,3%. Sementara itu, hasil uji lapangan menunjukkan nilai rata-rata sebesar 97,9%. Angket respons siswa kelas 1 menunjukkan persentase sebesar 93,8%, yang termasuk dalam kategori sangat layak.

This research employs a research and development (R&D) methodology. The study aims to assess the feasibility of developing a reading test instrument combined with a reading test based on simple short stories. The research is based on a modified Borg and Gall development model. The R&D procedure consists of ten steps: (1) identifying potential and problems, (2) data collection, (3) product design, (4) design validation, (5) design revision, (6) product testing in a limited group. (7) product revision, (8) extensive product testing, (9) final product revision, and (10) dissemination and implementation. The feasibility of the developed instrument was reviewed from the aspects of language expert validation and construct expert validation. The validation results showed an average score of 83%, with details: language expert validation at 86% and construct expert validation at 80%. Based on these results, the reading test instrument based on simple short stories was declared highly feasible for use in the reading learning process. Based on limited trials with grade 1 students, the average score for reading letters was 97.3%. Meanwhile, the field test results showed an average score of 97.9%. The questionnaire responses from grade 1 students showed a percentage of 93.8%, which falls into the very feasible category.
