Abstract
Penelitian ini mengkaji penerapan Ecosystem Approach to Fisheries Management (EAFM) pada domain teknik penangkapan ikan di Lingkas Ujung, Tarakan Timur, fokus pada nelayan gillnet. Lingkas Ujung adalah kelurahan di Kecamatan Tarakan Timur dengan luas 133,69 km², mayoritas penduduknya berprofesi sebagai nelayan. Penelitian bertujuan menganalisis indikator domain teknis penangkapan ikan (metode, modifikasi, kapasitas, selektivitas) dan status pengelolaan perikanan berbasis EAFM. Metode yang digunakan adalah deskriptif kualitatif dan kuantitatif melalui observasi dan survei. Hasil menunjukkan tidak ada penggunaan alat tangkap ilegal, modifikasi alat tangkap sesuai peraturan, rasio fishing capacity 1,3, dan selektivitas penangkapan 50-75%. Kesesuaian dokumen legal kapal 30-50%, dengan sebagian besar nelayan tidak memiliki sertifikasi. Nilai komposit domain teknik penangkapan ikan mencapai 85,67 (kategori baik), namun beberapa indikator masih memerlukan perbaikan, terutama selektivitas penangkapan, kesesuaian dokumen, dan sertifikasi awak kapal. Penelitian ini memberikan gambaran komprehensif mengenai penerapan prinsip-prinsip EAFM dalam praktik penangkapan ikan yang berkelanjutan di wilayah tersebut. Selain itu perlu dilakukan penelitian di lokasi lain dengan kondisi lingkungan yang berbeda untuk membandingkan tingkat keramahan lingkungan gill net serta peningkatan pengembangkan alat tangkap alternatif yang lebih selektif lagi.

The research examines the application of the Ecosystem Approach to Fisheries Management (EAFM) in the domain of fishing techniques in Lingkas Ujung, East Tarakan. The focus was on gillnet fishermen. Lingkas Ujung is a village in the East Tarakan sub-district with an area of 133.69 km², the majority of the population works as fishermen. The purposes of the research were to analyze the technical domain indicators of fishing, including method, modification, capacity and selectivity, as well as to evaluate the status of fisheries management based on the EAFM. The research method used was descriptive qualitative and quantitative through observation and survey. The results of the research showed that the absence of the utilization of illegal fishing gear, gear modification in accordance with regulations, a ratio of fishing capacity to selectivity of 1.3, and fishing selectivity of 50-75%. The level of compliance with the legal documents pertaining to vessels is between 30 and 50 percent, with the majority of fishermen lacking the requisite certification. The composite score for the fishing technique domain was 85.67, which falls within the "good" category. but some indicators still require improvement, especially fishing selectivity, document compliance, and crew certification. This research provided a comprehensive overview of implementation of EAFM principles in sustainable fishing practices within the region. Moreover, additional research is required in other locations with disparate environmental conditions to ascertain the extent of environmental friendliness of gill nets and facilitate the advancement of alternative fishing gear that is more selective.
