
Analisis Tingkat Kepuasan Petani Terhadap Kinerja Penyuluh Pertanian (Studi Kasus Gapoktan I Kampung Enam Kota Tarakan)

Abstract
Kurangnya kegiatan penyuluhan dan pemahaman penyuluh lapangan akan kebutuhan petani di wilayah kerjanya menjadi salah satu penyebab enggannya petani untuk aktif dalam pelaksanaan penyuluhan. Oleh karenanya penelitian ini bertujuan untuk: (1) mengetahuai tingkat kepentingan penyuluh; (2) mengetahui tingkat kinerja penyuluh; (3) mengetahui tingkat kepuasan petani terhadap penyuluh. Penelitian menggunakan teknik pengambilan sampel purposive sampling. Metode analisis yang digunakan adalah IPA (Importance Performance Analysis) dan CSI (Costumer Satisfaction Index). Berdasarakan hasil analisis tingkat kepentingan atribut kualitas pelayanan penyuluh pertanian sebanyak 4 atribut pada selang skor 78-101 dengan skala cukup penting sebanyak 9 atribut pada selang skor 102-125 dengan skala penting, dan sebanyak 2 atribut dengan selang skor 125-149 dengan skala sangat penting. skor rata-rata tertingggi terdapat pada atribut 11 sedangkan skor rata-rata terendah terdapat pada atribut 10, dan 13. Berdasarkan hasil analisis tingkat kinerja atribut kualitas pelayanan penyuluh pertanian, dapat dilihat terdapat 1 atribut pada selang skor 78-101 pada skala cukup puas, kemudian 7 atribut pada selang skor 54-77 pada skala kurang puas, dan sebanyak 7 atribut pada selang skor 30-53 pada skala tidak puas. Skor rata-rata tetinggi terdapat pada atribut 9, sedangkan skor rata-rata terendah terdapat pada atribut 13. Berdasarkan analisis didapatkan hasil nilai rata-rata untuk tingkat kepentingan sebesar 3,57. Atribut yang berda di atas rata-rata berjumah 7 atribut. Sedangkan untuk tingkat kinerja nilai rata-ratanya sebesar 1,8. Atribut yang nilai kinerjanya berada di atas rata-rata berjumlah 8 atribut. Berdasarakan hasil perhitungan CSI diperoleh hasil CSI untuk atribut kinerja penyuluh lapangan adalah sebesar 37,41%. Angka tersebut mengidentifikasikan bahwa secara umum petani di Gapoktan I kampung enam berada pada kategori kurang puas.
One of the reasons why farmers were hesitant to participat:actively in theimplementation of extension services was the lack of extension activities and fieldinstructors' grasp of the needs of farmers in their work areas. Therefore,theobjectives of this study were to:(1)ascertain the level of interest among extensionpersonnel;(2) ascertain te level of instructor performance; and (3) ascertain thelevel of farmer satisfaction with extension personnel. Specifically purposivesampling was used in the study. IPA (Importance Performance Analysis) and CSI(Customer Satisfaction Index) were the analytical techniques used.Based on theanalysis of the attributes that made up the quality of agricultural extension services,there were 4 that fell into the "quite important" category,9 that fell into the"important" category, and 2 that fell into the "very important" category.The averagescore for attribute 11 was thegreatest,while the average scores for attributes 10 and13 were the lowest.According to the findings of the analysis of the performancelevel of the quality attributes for agricultural extension services,there was oneattribute with a score range of 78 to 101on the quite satisfied scale,followed byseven attributes with a score range of 5 to 77 and seven attributes with a scorerange of 30-53 on the dissatisfaction scale.Attribute 9 had the highest averagescore,while attribute 13 had the lowest average score.The investigation showedthat the degree of importance had an average value of 3.57.There were 7 qualitiesthat were sperior to the norm. The average number for performance level was 1.8Eight qualities had performance levels that were superior to the norm.The CSIscores for field instructor performance qualities were 37.41%according to CSIcalculations.These statistics showed that the majority of farmers in Gapoktan Ikampung enam fell into the category of being dissatisfied.
