Abstract
Pelabuhan merupakan salah satu bagian dari infrastruktur transportasi yang dapat membangkitkan aktivitas perekonomian suatu wilayah karena menjadi bagian dari mata rantai dari sistem transportasi dan logistik. Pelabuhan di Indonesia perlu mengupayakan agar operasional kapal di pelabuhan tidak menimbulkan biaya yang tinggi. Penelitian ini bertujuan untuk menentukan kinerja pelayanan kapal barang, menentukan kinerja bongkar muat barang serta menentukan kinerja pemanfaatan fasilitas dan sarana. Metode yang digunakan untuk menganalisa kinerja operasional pelabuhan digunakan sesuai Peraturan Direktur Jenderal Perhubungan Laut nomor HK103/2/2/DJPL-17 tentang Pedoman Perhitungan Kinerja Pelayanan Operasional Pelabuhan, 2017. Dari hasil perhitungan rata-rata didapatkan Waiting Time (WT) 0,67 jam, Approach Time (AT) 1,31 jam, Effective Time/Berthing Time (ET/BT) 12,18%. Ton/Gang/Hour (T/G/H) 11,66 T/G/H, Berth Occupancy Ratio (BOR) 49,85%, Yard Occupancy Ratio (YOR) 42.36%. Hasil perhitungan kemudian dibandingkan dengan Keputusan Dirjen Perhubungan Laut Nomor HK.103/2/18/DJPL-16 tentang Standar Kinerja Pelayanan Operasional Pelabuhan dan didapatkan hasil bahwa untuk indikator pelayanan waktu dan pelayanan fasilitas pelabuhan Tengkayu I dinilai baik, sedangkan untuk pelayanan bongkar muat kapal masih belum memenuhi standar kinerja operasional sehingga perlu perlu ditingkatkan lagi dengan memaksimalkan penggunaan fasilitas pelabuhan.

Port is one part of transportation infrastructure that can generate economic activity of a region because it is part of the chain of transportation and logistics systems. Ports in Indonesia need to maximize the ship operations at ports so it does not incur high costs. This study aimed to determine the service performance of freighters, the loading and unloading performance of goods and the performance of utilization of facilities and infrastructure. The method used to analyze port operational performance was in accordance with the Regulation of the Director General of Sea Transportation number HK103/2/2/DJPL-17 concerning of Guidelines for Calculating Port Operational Service Performance, 2017. From the average calculation results, Waiting Time (WT) was 0.67 hours, Approach Time was (AT) 1.31 hours, and Effective Time/Berthing Time (ET/BT) was 12.18%. In addition, Ton/Gang/Hour (T/G/H) was 11.66 T/G/H, Berth Occupancy Ratio (BOR) was 49.85%, Yard Occupancy Ratio (YOR) was 42.36%. The calculation results are then compared with the Decree of the Director General of Sea Transportation Number HK.103/2/18/DJPL-16 concerning of Port Operational Service Performance Standards and it was found that for service indicators, the time and service of Tengkayu I port facilities was good, while for loading and unloading services the ship still does not meet operational performance standards, therefore it needs to be improved again by maximizing the use of port facilities.
