
Analisis Potensi Sektor-Sektor Ekonomi Di Kabupaten Tana Tidung Tahun 2011-2021

Abstract
Tujuan penelitian ini adalah untuk mengetahui sektor basis, non basis, prospekif, spesialis dan kompetitif serta mengetahui kondisi dan perubahan klasifikasi sektor-sektor potensial ekonomi di Kabupaten Tana Tidung tahun 2011-2021. Analisis yang digunakan adalah analisis Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift Share dan Tipology Klassen. Hasil penelitian analisis LQ menunjukkan 4 sektor basis yang terdiri dari sektor Pertanian, Kehutanan, dan Perikanan; Pertambangan dan Penggalian; Konstruksi; dan Administrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib. Sedangkan hasil analisis DLQ menunjukkan 7 sektor prospektif yang terdiri dari sektor Pertanian, Kehutanan, dan Perikanan; Pertambangan dan Penggalian; Industri Pengolahan; Pengadaan Air, Pengelolaan Sampah, Limbah dan Daur Ulang; Real Estate; Jasa Perusahaan serta sektor Administrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib. Hasil Shift Share menunjukkan bahwa terdapat 11 sektor yang termasuk sektor spesialis yaitu terdiri dari sektor Pertanian, Kehutanan, dan Perikanan; Pengadaan Listrik dan Gas; Konstruksi; Perdagangan Besar dan Eceran, Reparasi Mobil dan Sepeda Motor; Transportasi dan Pergudangan; Penyediaan Akomodasidan Makan Minum; Informasi dan Komunikasi; Jasa Keuangan; Jasa Pendidikan; Jasa Kesehatan dan Kegiatan Sosial serta sektor Jasa Lainnya. Selanjutnya, diketahui terdapat 2 sektor kompetitif yang terdiri dari sektor Pengadaan Listrik dan Gas serta sektor Pengadaan Air, Pengelolaan Sampah, Limbah dan Daur Ulang. Hasil Tipology Klassen Kabupaten Tana Tidung tahun 2011-2016 dan 2016-2021 menunjukkan bahwa terjadi perubahan klasifikasi sektor pada empat kuadran. Dimana kuadran I sektor yang maju dan tumbuh cepat terdiri dari sektor Pertambangan dan Penggalian yang pada awalnya tidak ada, sehingga di kuadran II sektor yang maju namun tumbuh tertekan hanya memiliki 3 sektor, yaitu sektor Pertanian, Kehutanan, dan Perikanan; Konstruksi; Administrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib. Kuadran III yang merupakan sektor potensial dan masih bisa di kembangkan tetap terdiri dari 2 sektor namun sektor Pengadaan Air, Pengelolaan Sampah, Limbah dan Daur Ulang turun menjadi kuadran IV dan digantikan oleh sektor Jasa Perusahaan yang awalnya berada di kuadran IV.Sektor di kuadran IV adalah sektor yang relatif masih tertinggal di Kabupaten Tana Tidung

The purpose of this study was to determine the basic, non-base, prospective,specialist and competitive sectors as well as to determine the conditions and changes in the classification of potential economic sectors in Tana Tidung Regency in 2011-2021. The research used the analysis of Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift Share and Typology Klassen. The results of the LQ analysis showed 4 basic sectors consisting of agriculture, forestry, and fisheries sectors; mining and excavation; construction; and government administration, defense and mandatory social security. While the results of the DLQ analysisshowed 7 prospective sectors consisting of the agriculture, forestry, and fisheries sectors; mining and excavation; processing industry; water supply, waste management, waste and recycling, real estate; corporate services and government administration, defense and mandatory social security sectors. The results of Shift Share showed that there were 11 sectors that were classified as specialist sectors, namely the agriculture, forestry, and fisheries sectors; electricity and gas procurement; construction; wholesale and retail trade, car and motorcycle repair; transportation and warehousing; provision of accommodation and food and drink; information and communication; financial services; education services; health services and social activities and other services sectors. Furthermore, it was known that there were 2 competitive sectors consisting of the electricity and gas procurement sector and the water supply, waste management, waste and recycling sector. The results of the Klassen Typology of Tana Tidung Regency in 2011-2016 and 2016-2021 showed that there was a change in the classification of sectors in four quadrants. Where in quadrant I, the advanced and fast-growing sector consisted of the mining and quarrying sector which did not initially exist, so that in quadrant II the advanced but depressed sector only had 3 sectors, namely the agriculture, forestry, and fisheries sectors; construction; government administration, defense and mandatory social security. Quadrant III, which was a potential sector and could still be developed, consisted of 2 sectors, but the water supply, waste management, waste and recycling sector fell into quadrant IV and was replaced by the corporate services sector which was originally in quadrant IV.
