Abstract

Tercapainya ketahanan pangan dan kemandirian pangan merupakan tujuan pembangunan Pertanian. Ketahanan pangan merupakan suatu keadaan terpenuhinya pangan bagi negara sampai dengan perseorangan, yang tercermin dari tersedianya pangan yang cukup, baik jumlah maupun mutunya. Untuk mencapai ketahanan dan kemandirian pangan faktor ketersediaan lahan dan kebutuhan lahan menjadi sangat penting untuk diperhatikan. Penelitian ini bertujuan untuk mengetahui ketersedian dan kebutuhan lahan serta status daya dukung lahan dikota Tarakan. Penelitian ini merupakan penelitian kualitatif deskriptif yang dilakukan melalui kajian data primer dan survey dilapangan. Data berupa perhitungan ketersediaan dan kebutuhan lahan, sedangkan evaluasi satatus daya dukung lahan dilakukan dengan membandingkan antara nilai ketersediaan lahan dengan kebutuhan lahan. Hasil penelitian menunjukkan total nilai produksi seluruh komoditas mencapai Rp. 1.015.265.725.000 produktivitas beras sebesar 4,1 ton/ha, sehingga nilai ketersediaan lahan sebesar 20.635,4822 ha. Jumlah penduduk di kota Tarakan sebanyak 24570 jiwa, dan luas lahan yang dibutuhkan untuk kebutuhan hidup layak perpeduduk sebesar 0,24 ha, Sehingga nilai kebutuhan lahan sebesar 5.896,8 ha. Status daya dukung lahan termasuk surplus, artinya ketersediaan lahan di Tarakan masih mampu memenuhi kebutuhan hidup layak bagi masyarakat di Tarakan. Berdasarkan pengamatan jenis bioproduk maka lahan yang masih tersedia sangat potensi untuk dimanfaatkan untuk budidaya tanaman hortikultura terutama sayuran.

Achievement of food security and food self-sufficiency is the goal of agricultural development. Food security is a condition of fulfilling food for the state to individuals, which is reflected in the availability of sufficient food, both in quantity and quality. To achieve food security and self-sufficiency, land availability and land requirements are very important to consider. This study aimed to determine the availability and needs of land and the status of the carrying capacity of land in the city of Tarakan. This research used a descriptive qualitative method. It was conducted through primary data studies and field surveys. The data was in the form of calculation of land availability and needs, while the evaluation of the carrying capacity of the land was carried out by comparing the value of land availability and land requirements. The results showed that the total production value of all commodities reached Rp. 1,015,265.725,000, rice productivity was 4.1 tons/ha, so the value of land availability was 20,635,4822 ha. There were 24570 people living in Tarakan, and since each person required 0.24 ha of land to live decently, the total amount of land required was 5,896.8 ha. The status of the carrying capacity of the land was in surplus, meaning that the availability of land in Tarakan was still able to meet the needs of a decent living for the people in Tarakan. Based on the observation of the types of bioproducts, the land that was still available had the potential to be used for the cultivation of horticultural crops, especially vegetables.
