Penelitian ini bermaksud menjawab dua pertanyaan terkait Kebijakan Adaptasi Kebiasaan Baru dan Penerapan Disiplin menuju masyarakat Kalimantan Utara Produktif dan Aman Corona Virus Disease 2019. Pertama, kedudukan peraturan gubernur menurut undang-undang nomor 12 tahun 2011 tentang pembentukan peraturan perundang-undangan dan substansi peraturan gubernur ditinjau dari undang-undang nomor 12 tahun 2011 tentang pembentukan peraturan perundang-undangan. Skripsi ini merupakan penelitian normatif. Hasil dari penelitian ini penulis menyimpulkan bahwa: Pertama, Kedudukan Peraturan Gubernur sebagai Peraturan Pelaksana berdasarkan atas Undang-Undang Nomor 12 Tahun 2011 Pasal 8 Ayat (1) dan (2) diakui keberadaanya dan mempunyai kekuatan hukum mengikat sepanjang dibentuk berdasarkan atas perintah peraturan perundang-undangan yang lebih tinggi atau dasar kewenangan. Kedua, Substansi Peraturan Gubernur Nomor 33 Tahun 2020 Tentang Adaptasi Kebiasaan Baru dan Penerapan Disiplin menuju Masyarakat Kalimantan Utara Produktif dan Aman Corona Virus Disease 2019, Peraturan Gubernur tetap dikatakan sah selama Peraturan tersebut tidak bertentangan dengan Peraturan yang lebih tinggi dan dibentuk berdasarkan Asas Kewenangan dan disebutkan bahwa dalam Peraturan Gubernur tidak dapat memuat Sanksi dalam bentuk apapun, seperti yang diamatkan dalam Undang-Undang Nomor 12 Tahun 2011 Tentang Pembentukan Peraturan Perundang-undangan yang dapat memuat Sanksi hanyalah Peraturan Daerah.

New Habit Adaptation Policy and Discipline Application for productive and Safe Corona Virus Disease 2019 for North Kalimantan people is a governor regulation issued in 2020. New Habit Adaptation is an act of implementing a new life order to maintain Productivity during the Covid-19 Pandemic by implementing transmission prevention behavior of the Covid-19. The issues raised by the author are first, the position of the governor’s regulation according to law number 12 of 2011 concerning the formation of legislation. This thesis was normative research. The results of this study indicated that first, the position of the Governor’s Regulation as an Implementing Regulation based on Law Number 12 of 2011 Article 8 Paragraphs 1 and 2 is recognized for its existence and has binding legal force as long as it is formed based on the order of the higher laws and regulations or basis of authority. Second, the Governor’s Regulation Number 33 0f 2020 concerning the Application of Discipline and the Adaptation of New Habits to a Productive and Safe North Kalimantan Society From Corona Virus Disease 2019 is stated to be valid as long as it does not conflict with a higher regulation and is based on the Principle of Authority, and it is further stated that the Governor’s Regulation cannot contain Sanctions in any way, as stated in Law Number 12 of 2011 concerning the Establishment of Legislation which can contain Sanctions only Regional Regulations.
