Abstract
Ketergantungan Ketersediaan Daging Sapi Di Kota Tarakan Terhadap Daerah Lain Disebabkan Oleh Tingginya Biaya Produksi Dan Tingginya Permintaan Dari Konsumen, Maka Akan Menyebabkan Lonjakan Harga Dan Kelangkaan Daging Sapi. Hal Ini Di Karenakan Tidak Adanya Peternakan Yang Membudidayakan Sapi Berskala Besar Di Kota Tarakan Maupun Di Daerah Lain Di Provinsi Kalimantan Utara. Sedangkan, Peternakan Sapi Yang Ada Di Kota Tarakan Adalah Peternakan Sapi Skala Kecil. Serta Ternak Sapi Yang Didatangkan Dari Luar Daerah Tidak Mencukupi Kebutuhan Konsumsi Masyarakat Kota Tarakan. Faktor-Faktor Yang Diduga Mempengaruhi Penawaran Daging Sapi Di Kota Tarakan Adalah Jumlah Populasi Ternak Sapi (X1), Harga Daging Sapi (X2), Harga Daging Ayam (X3) Dan Jumlah Penduduk (X4). Metode Penentuan Sampel Yang Digunakan Adalah Purposive Yaitu Di Kota Tarakan. Jenis Data Yang Digunakan Dalam Penelitian Ini Adalah Data Sekunder Berupa Deret Waktu (Time Series) Selama 17 Tahun Dari Tahun 2000–2016. Analisis Data Yang Digunakan Adalah Analisis Regresi Linier Berganda.
Model Dari Hasil Penelitian Diperoleh Nilai Koefisien Determinasi (R2) Yang Berarti Sebesar 56,8% Dapat Dijelaskan Oleh Variabel-Variabel Bebas Yang Diamati, Sedangkan Sisanya Sebesar 43,2% Dapat Dijelaskan Oleh Variabel Lain Di Luar Penelitian. Nilai Signifikansi Uji F Sebesar 0,029 Yang Berarti Variabel Bebas Jumlah Populasi Ternak Sapi (X1), Harga Daging Sapi (X2), Harga Daging Ayam (X3) Dan Jumlah Penduduk (X4) Secara Bersama-Sama Berpengaruh Signifikan Terhadap Penawaran Daging Sapi Di Kota Tarakan. Berdasarkan Uji T Variabel Harga Daging Sapi (0,032) Dan Jumlah Penduduk (0,008) Berpengaruh Signifikan Terhadap Penawaran Daging Sapi Di Kota Tarakan, Sedangkan Populasi Ternak Sapi (0,221) Dan Harga Daging Ayam (0,356) Tidak Berpengaruh Signifikan Terhadap Penawaran Daging Sapi Di Kota Tarakan. Nilai Elastisitas Penawaran Harga Daging Sapi Sebesar 2,035 Bersifat Elastis. Artinya Setiap Kenaikan Harga Daging Sapi Sebesar 1% Maka Penawaran Daging Sapi Akan Meningkat Lebih Dari 1%, Yaitu Sebesar 2,035%. Nilai Elastisitas Penawaran Harga Daging Ayam Sebesar 0,614 Bersifat Inelastis. Artinya, Setiap Kenaikan Harga Daging Ayam Sebesar 1% Maka Penawaran Daging Ayam Akan Meningkat Kurang Dari 1%, Yaitu Sebesar 0,614%.
Berdasarkan Hasil Penelitian Ini Disarankan Produsen Agar Dapat Meningkatkan Penawaran Daging Sapi Di Kota Tarakan, Karena Penduduk Di Kota Tarakan Terus Meningkat Setiap Tahunnya, Sehingga Konsumsi Masyarakat Terhadap Daging Sapi Akan Selalu Bertambah. Pemeritah Perlu Menetapkan Kebijakan Untuk Mendirikan Peternakan Terpadu Yang Di Kelola Oleh Pemerintah Menjaga Stabilitas Harga Daging Sapi Di Kota Tarakan. Bagi Peneliti Selanjutnya Agar Dapat Melakukan Penelitian Dengan Variabel Lain Yang Tidak Dijelaskan Dalam Penelitian Ini.
Dependence Of Beef Availability In Tarakan City Toward The Other Region Was Caused By The High Of Production Cost And And The High Request Of Beef From Consumers. It Because Of There Was No Big Scale Animal Husbandary In Tarakan City Or Other Regions In North Kalimantan Province. Whereas Cow Husbandary In Tarakan City Was Small Scale Husbandary. Along With Cow Which Was Come From Outside Of Area Did Not Sufficient The Society’s Consumption Need In Tarakan City. This Research Aimed Was (1) To Know Factors Which Affected Beef Offer In Tarakan City, (2) To Know How Those Factor Effects Toward Beef Offer In Tarakan City And (3) To Know How Beef Elasticity In Tarakan City. Factors Which Were Suspected To Affect Beef In Tarakan City Were Total Cow Breeds (X1), Beef Price (X2), Poultry Price (X3), And Total Population (X4). The Sampling Method Was Purposive In Tarakan City. The Data Type Used In This Research Was Secondary Data In Form Of Time (Time Series) Until 17 Years From 2000-2016. Data Analysis Used Was Multiple Linear Regression Analysis. Model From Research Result Was Obtained Determination Coefficient Value (R2) Which Amount 56,8% Research Could Be Explained By Independent Variables Which Are Observed, Whereas The Rest With Amount Of 43,2% Could Be Explained By Other Variable In Outside Of Research. Significance Value Test Of F Independent Variable With Total Variables Simultaneously Affected Significant To Beef Offer In Tarakan City. Based On T Test Variable Of Beef (0,032) And Total Population (0,008) Affected Significant Toward Beef Offer In Tarakan City, Whereas Cow Breeding Population (0,221) And Poultry Price (0,356) Did Not Effected Significant Toward Beef Offer In Tarakan City. Based On Price Elasticity Of Beef Offer In Tarakan City Was Elasticity Which Meant The Price Increase With Amount Of 1% Or 1 Rupiah Would Impact The Offer More Than 1%. Elasticity Value On Poultry Price Had Inelasticity With Amount Of 2,035%. Offer Elasticity Price Value Of Chicken Meat Was 0,614 Was Inelastic. Which Meant, Every Increasement Of Chiken Meat 1% Then Chicken Meat Offer Will Increase Less Than 1%, Which Was 0,614%. Based On This Research It Is Suggested To Producer Can Increase Beef Offer In Tarakan City, Because Population In Tarakan City Keeps Increasing Every Year, With The Result Of Society Consumption Toward Beef Keeps Increaseing. Government Needed To Make Policy To Establish Integrated Husbandry Which Was Managed By Government To Keep Beef Price Stability In Tarakan City. For The Next Researcher Can Research To Do Research With Other Variables Which Were Not Explained In This Research.
