Tujuan penelitian ini dimaksudkan untuk untuk mengetahui sektor basis atau sektor unggulan dalam perekonomian kota tarakan selama periode 2009-2013. berdasarkan hasil analisis dengan hasil analisis location quotiaent diketahui bahwa sektor unggulan (basis) dai kota tarakan yaitu sektor pertanian 5,91, sektor pertambangan 4,75, sektor listrik dan air bersih 6,04, sektor bangunan 9,06, sektor perdagangan, hotel dan restoran 6,82, sektor pengangkutan 3,08, sektor keuangan dan persewaan 1,72 dan sektor jasa-jasa 6,01. sedangakan yang tidak masuk dalam sektor unggulan pada tahun 2013 adalah sektor industri pengolahan -0,23.
