Tujuan dari penelitian ini adalah untuk mengetahui pergeseran struktur ekonomi, sektor unggulan kota tarakan, dan kontribusinya terhadap perekonomian kota tarakan. metode yang digunakan dalam penelitian ini adalah (1) analisis shift share, (2) analisis location quotient, (3) analisis mrp (model rasio pertumbuhan) dan (4) analisis overlay. hasil analisis shift share menunjukkan bahwa telah terjadi perubahan atau pergeseran struktur ekonomi di kota tarakan dari sektor primer ke sektor tersier. hal ini ditunjukkan dengan peranan sektor tersier yang terus meningkat melalui besarnya kontribusi terhadap pdrb kota tarakan. hasil analisis location quotient diketahui bahwa sektor basis atau sektor unggulan di kota tarakan yaitu sektor industri pengolahan, sektor pengadaan listrik dan gas, sektor pengadaan air, pengelolaan sampah limbah dan daur ulang, sektor konstruksi, sektor perdagangan besar dan eceran; reparasi mobil dan sepeda motor, sektor transportasi dan pergudangan, sektor penyediaan akomodasi dan makan minum, sektor informasi dan komunikasi, sektor jasa keuangan dan asuransi, sektor real estat, sektor jasa perusahaan, sektor jasa pendidikan, sektor jasa kesehatan dan kegiatan sosial, dan sektor jasa lainnya. dari hasil analisis dengan menggunakan model rasio pertumbuhan (mrp) dalam konteks kota tarakan tersebut menunjukkan bahwa sektor pengadaan listrik dan gas, sektor transportasi dan pergudangan, sektor informasi dan komunikasi, sektor jasa pendidikan, sektor jasa kesehatan dan kegiatan sosial, dan sektor jasa lainnya merupakan sektor yang dominan pertumbuhannya dan sektor-sektor tersebut menunjukkan peningkatan pada struktur pertumbuhan ekonomi. hasil analisis overlay di kota tarakan tahun 2012-2016 menunjukkan sektor yang paling dominan dilihat dari nilai yang didapatkan bahwa sisi pertumbuhan maupun kontribusi yang sangat besar terhadap pembentukan pdrb dan pembangunan di kota tarakan terdapat pada sektor pengadaan listrik dan gas, sektor transportasi dan pergudangan, sektor penyediaan akomodasi dan makan minum, sektor informasi dan komunikasi, sektor jasa pendidikan, sektor jasa kesehatan dan kegiatan sosial, dan sektor jasa lainnya.

The purpose of this research is to know the shift of economic structure, superior sector of tarakan city, and its contribution to economy of tarakan city. the method used in this research is (1) shift share analysis, (2) location quotient analysis, (3) mrp analysis (growth ratio model) and (4) overlay analysis. the result of shift share analysis shows that there has been a change or shift of economic structure in tarakan city from primary sector to tertiary sector. this is indicated by the role of the tertiary sector that continues to increase through the contribution to the pdrb tarakan city. the result of location quotient analysis is known that the base sector or superior sector in tarakan city is the processing industry sector, electricity and gas procurement sector, water supply sector, waste management and recycling, construction sector, large and retail trade sector; car and motorcycle repair, transportation and warehousing sector, accommodation and drinking sectors sector, information and communications sector, financial and insurance services sector, real estate sector, corporate services sector, education services sector, health and social services sector, other services. from the analysis using the growth ratio model (mrp) in the context of tarakan city, it shows that the procurement sectors of electricity and gas, transport and warehouse sector, information and communication sector, education service sector, health services and social services sector, the dominant sector of growth and these sectors show an increase in the structure of economic growth. the result of overlay analysis in tarakan city 2012-2016 shows the most dominant sector seen from the value obtained that the growth side and the very big contribution to pdrb formation and development in tarakan city are in the sector of electricity and gas procurement, transportation and warehousing sector, provision of accommodation and drinking meals, information and communication sectors, education services sector, health and social services sector, and other services sectors.
