Proyek perusahaan inti rakyat (pir) kelapa sawit sudah dimulai sejak tahun 2010 pada perkebunan kelapa sawit pt. citra sawit lestari di kabupaten bulungan. dengan target total luas wilayah produksi 1.300 ha. tujuan dari penelitian ini adalah untuk melihat efektifitas kerja yang sudah lama berjalan di perkebunan pola pir ini, adapun kinerja yang akan diteliti yaitu unsur-unsur lembaga dalam membentuk kinerja dimasing-masing lembaga. lembaga yang dimaksud dalam penelitian ini yaitu kelompok tani, koperasi unit desa (kud) dan pembinaan perusahaan inti. penelitian ini dilaksanakan pada perusahaan perkebunan kelapa sawit pt. citra sawit lestari kabupaten bulungan. metode analisis yang digunakan adalah analisis deskriptif dengan skor penilaian yang dirumuskan berdasarkan skala likert oleh meuller (1996), agar dapat melihat kinerja lembaga tersebut maka dapat membandingkan nilai harapan tertinggi dengan nilai kenyataan. berdasarkan hasil penelitian, maka dapat disimpulkan terdapat unsur- unsur lembaga yang masih lemah, kinerja lembaga pada kelompok tani masuk pada kategori rendah dengan persentase 44,30%, kinerja koperasi unit desa (kud) masuk ada kategori sedang dengan persentase 54,87% dan kinerja pembinaan perusahaan inti masuk pada kategori rendah dengan persentase 37,13%. untuk dapat meningkatkan kinerja lembaga tersebut yaitu dengan meningkatkan koordinasi diantara lembaga, evaluasi penuh pada masing-masing lembaga, motivasi penuh terhadap petani dan perlu ada regulasi dengan pemerintah. kata kunci: kinerja, lembaga, kelapa sawit, perusahaan inti rakyat

The project of perusahaan inti rakyat (pir) palm oil has been started since 2010at palm oil plantation pt. citra sawit lestari in bulungan. the target of the total production area was 1,300 ha. the purpose of this study was to find out the working effectiveness of the long-running in the plantation. the performance that would be studied are those elements that construct the performance of each institutions. the institutions referred in this research were the farmers group, village unit cooperatives (kud) and core corporate development. the research was conducted at the palm oil plantation company pt. bulungan citra sawit lestari. the analytical method used is descriptive analysis with the assessment scores were formulated based on the likert scale by meuller (1996), in order to see the performance of these institutions, so they can be compared between the highest expectation value and reality values. based on the research results, it can be concluded that there are institution elements which are still weak, the agency's performance in the farmer group is categorized at the low level with a percentage of 44.30%, the performance of village unit cooperatives (kud) went into medium category with a percentage of 54.87% and performance coaching core company reached the low category with a percentage of 37.13%. in order to improve the performance of these institutions, it is needed to improve the coordination among agencies, to give a full evaluation for each institutions, to give full motivation for the farmers and the last it is needed to regulatewith the government. keywords: performance, organization, palm oil, the core company
